It is with a deep sense of loss that the Caribbean Disaster Emergency Management Agency (CDEMA), joins the region in mourning the death of Saint Lucia’s Ambassador to CARICOM and the OECS, Her Excellency Elma-Gene Isaac, who passed away on Wednesday, July 30, 2025.
A proud daughter of Saint Lucia, Ambassador Isaac, an Attorney-at-Law, was a distinguished regionalist who fully supported the mission of the CDEMA, serving on its Management Committee of Council, both as a member from 2021 - 2025 and as its Chairperson for a two-year period from 2021 to 2023.
Over the course of her distinguished career, Ambassador Isaac held several key roles, including Permanent Secretary in the Ministry of Foreign Affairs in Saint Lucia, Head of the Regional Integration Unit at the OECS Commission and senior positions within the Caribbean Single Market and Economy Unit and Saint Lucia’s Foreign Service.
She also served as a foreign language teacher at the Leon Hess Secondary School in her homeland. Ambassador Elma-Gene Isaac leaves behind a legacy of service and deep regional pride.
The Chairman of CDEMA’s Council of Ministers, the Honourable Leon Lundy, Minister of State in the Office of the Prime Minister with responsibility for Disaster Risk Management, Commonwealth of the Bahamas shared, “CDEMA is privileged to have benefitted from Ambassador Isaac’s in-depth knowledge of the Caribbean Community and her wise counsel. We honour her memory and remain inspired by her life’s work.”
The CDEMA family extends heartfelt condolences to her immediate family and the Government and people of Saint Lucia during this period of mourning.
