Results Based Management (RBM) Training of Facilitators (ToF)

The purpose of this workshop is to develop a cadre of facilitators who can support National Disaster Management Offices (NDMOs) in developing results-based, multi-year Comprehensive Disaster Management (CDM) Country Work Programme (CWPs).

The workshop builds an understanding of Results Based Management (RBM) and how these principles are applied to develop logically defined, strategic work programmes that address priority issues/problems in Disaster Risk Management. The workshop also enhances skills in Monitoring, Evaluation and Reporting (MER), particularly how to develop and apply tools to measure and report on programme progress and achievement. Finally, participants will strengthen their skill in facilitating and managing consultative, participatory workshops.

Course Objectives/Learning Outcomes

By the end of this course, learners will be able to:

  • Describe Results Based Management (RBM) and Programme Based Approach (PBA)principles.
  • Provide a rationale for the use of the Results Based Management approach an organising methodology for Comprehensive Disaster Management (CDM) implementation
  • Apply a variety of workshop-based information gathering techniques to the development and refinement of problem statements
  • Develop Logic Models and Results Frameworks to define solutions to problems
  • Develop Performance Measurement Frameworks for monitoring and reporting on programme/project progress.
  • Employ facilitation techniques to manage workshops and small group sessions.
  • Apply CDEMA standardised tools to develop CDM Country Work Programmes and Performance Measurement Frameworks

No prior knowledge or experience is required.
