Tropical cyclone Tammy formed over the Atlantic Ocean on October 18th, 2023, and started moving north-west toward the Leeward Islands. The circulation of Tammy appeared elongated in visible satellite images, but the convective activity suggested the formation of a well-defined center. A strong mid-level ridge to the north kept Tammy on a westward track in the early stages, after which a deep layer trough moving across the eastern United States pushed the ridge eastward allowing Tammy to turn toward the northwest.

According to the National Hurricane Center (NHC) in Miami, Florida, as at 5:00 p.m. AST (2100 UTC), the center of Hurricane Tammy was located near latitude 17.0 North, longitude 61.3 West. The storm is moving toward the north-northwest, at speeds near to 17 km/h (10 mph). This general motion is expected to through Sunday (22nd October), followed by a turn toward the north on Monday (23rd October). On the forecast track, the center of Hurricane Tammy will move near or over the Leeward Islands through early Sunday and then move north of the northern Leeward Islands by Sunday afternoon.

According to the National Hurricane Center (NHC) as at 8:00 PM AST, the following advisories were in effect:
A Hurricane Warning is in effect for; Antigua and Barbuda, Montserrat, St. Kitts and Nevis and Anguilla.
A Hurricane Watch is in effect for Dominica
A Tropical Storm Warning is in effect for Dominica
A Tropical Storm Watch is in effect for Barbados
Rainfall: Tammy is expected to produce 4 to 8 inches of rainfall over the Leeward Islands with maximum amounts of 12 inches; 2 to 4 inches of rainfall over the northern Windward Islands with maximum amounts of 6 inches; and 1 to 2 inches over the British Virgin Islands with maximum amounts of 4 inches. These rains may produce isolated flash and urban flooding, along with isolated mudslides in areas of higher terrain.

According to the National Hurricane Center (NHC) in Miami, Florida, as at 5:00 p.m. AST (1800 UTC), the center of Tropical Storm (TS) Tammy was located near latitude 13.7 North, longitude 56.6 West. The storm is moving toward the west, at speeds near to 20 km/h (13 mph). A slower westward to west-northwestward motion is expected tonight. A turn toward the northwest is forecast on Friday (20th October). It is anticipated that this motion will continue through Saturday (21st October). On the forecast track, the center of TS Tammy will move near or over the Leeward Islands on Friday (20th October) and Saturday (21st October) and then move north of the Leeward Islands on Saturday night and Sunday (22nd October) .

Port of Spain, Trinidad and Tobago, October 12th, 2023 – As the Caribbean Disaster Emergency Management Agency (CDEMA) embarks on strengthening its Regional Response Mechanism (RRM), the 2023 Regional Search and Rescue Training Programme (RSART) was hosted in Trinidad and Tobago from October 2nd-6th. The week-long training brought together 36 participants from the island’s disciplined forces, in partnership with the Caribbean Association of Fire Chiefs, with technical support from World Hope International.
