EXTENSION - 5th Call for Proposals - Country Directed Fund (CDF)

The Caribbean Disaster Emergency Management Agency wishes to inform National Disaster Management Offices (NDMOs) and relevant national agencies, responsible for CDM implementation that in keeping with Item 6.5.5 of the Practical Guidelines (January 2016) for the EU External Aid Contracts financed by the EU general budget and the 10th European Development Fund (EDF) the closing date for the Fifth (5th)  Call for Proposals (CfP) for the Country Directed Fund is hereby extended to June 16, 2017 at 11:59 PM Atlantic Standard Time.

 

The following CDEMA Participating States are eligible to receive funding: Antigua and Barbuda, the Commonwealth of The Bahamas, Barbados, Belize, The Commonwealth of Dominica, Grenada, The Republic of Guyana, Haiti, Jamaica, St. Kitts and Nevis, Saint Lucia, St. Vincent and the Grenadines, The Republic of Suriname, The Republic of Trinidad and Tobago.

In accordance with the recommendations emerging from the Mid Term Evaluation for the ACP-EU Natural Disaster Risk Management in the CARIFORUM Programme, eligible states can also submit a letter of request to access external technical assistance for the development of the project proposals. This letter of request should be submitted to the CDEMA Coordinating Unit no later than 11:59 PM AST May 11, 2017 to allow timely access to this technical assistance.

The proposed initiative should:

The competitive Call for Proposals will cover projects that enhance capacity within CDEMA PS in the priority areas of: (1)Enhanced Institutional Capacity; (2) Knowledge Management and Learning for CDM; (3) Sector Integration of CDM; (4) Enhanced Community Resilience; (5) Strategic Planning, Monitoring & Evaluation and Research; (6) Contingency Planning and Exercise Design and Testing; (7) Emergency Response Coordination; (8) Disaster Situational Awareness (Damage Assessment); (9) Information Management; (10) Disaster Risk Reduction; (11) National Disaster Management Organization Capacity Building; (12) DRR-related Information and Communication Technologies.

Proposals will be screened for eligibility, completeness and linkages to the CDM strategy 2014-2024 and eligible Participating State’s Country Work Programme before being submitted to the Grant Approval Board who will review the application and make the final decision for granting the funds.

Only proposals which have satisfied the requirements will be eligible for further evaluation.
