CDM Regional Conference Sam Lords Castle, Barbados June 6, 2001 PDF Print E-mail

Disaster Management Stakeholders, Partners, Donors and Shareholders gathered in Barbados under the auspices of the Caribbean Approach to Comprehensive Disaster Management Project being implemented by CDERA on June 6, 2001 to review a draft Strategy for Comprehensive Disaster Management (CDM). Conference delegates unanimously endorsed the CDM Strategy during the closing plenary after a thorough review of the draft presented to them by the team of Consultants who prepared it after five months of research and consultations.

The Strategy seeks to effectively realize and embed Comprehensive Disaster Management into the Development Process of Caribbean Countries. The process for achieving this objective includes the preparation of the CDM Strategy, the strengthening of the Caribbean Disaster Emergency Response Agency to lead the process and the promotion of the CDM concept at the regional and national levels. While the CDM strategy puts priority on building a foundation of solid disaster management organizations in each country, integration into the development process means that the full range of government agencies and private sector players will incorporate vulnerability issues and mitigation measures into their development planning and decision making.

To aid countries and institutions as they seek to incorporate CDM, the Strategy defines a set of Intermediate Results (IRs) and associated Results Packages (RPs) or Activities which outlines the programme of activities that have been identified as critical for effective implementation. Lead and support agencies have been identified to undertake each activity given their respective mandates and expertise. The Strategy also prescribes indicative time frames for implementing the activities and critical assumptions which may, if not countered, affect their successful implementation.

The drive to CDM in the Caribbean region is now well underway. With its constituent members and partners all on board, CDERA will take up the challenge of brokering the agreement in ensuring that the desired collective goal of the region is achieved within a seven-year timeframe. Tasks related to Institutional Strengthening that do not necessarily require substantial outlays of funds or increase in the human resource base are expected to be implemented within a two-year timeframe. The Strategy will next be presented to CDERA's Council of Ministers at their 10th Meeting in the Bahamas on June 29, 2001 for their endorsement in principle. This will pave the way for the initiative to be taken on the road at the sub-regional level. In tandem with this move, Regional and National entities will also be actively engaged in promoting the Strategy. With this combined effort the Caribbean region will realize a reduction in disaster risk and losses in the near term, thereby contributing to continued economic growth and sustainable development.
