Regional Forum on Disaster Management Legislation

CDEMA, recognizing existing weaknesses in disaster management legislation in its 18 Participating States launched a comprehensive review of Disaster Management Legislation with the financial support of the European Union. The activities will update and strengthen enforcement and more intimately link disaster legislation with the enhanced CDM Framework.

The enhanced CDM Framework emphasizes disaster loss reduction through risk management and aims to strengthen capacities regionally for the mitigation, management, and coordinated response to all hazards, and the effects of climate change.

The review of existing Model Disaster Management Legislation is being undertaken by legal experts from the Disaster Management Consortium for the Institutional Support and Capacity Building for Disaster Management in the Caribbean Project (EDF Project). Through this consultation the advances will be made toward improving the environment and capacities of CDEMA’s Participating States for risk mitigation.

Criteria for the selection and identification of six pilot States for the legislative adaptation process, and procedures for adapting the Model Disaster Management Legislation for Participating States will also be reached at the forum.

The EDF project is a €3 million program funded by the European Commission (EC). The project is in its third year of implementation and is aimed at increasing the CDEMA’s ability to coordinate and lead disaster management in the region.
