Steering Committee Established for CDEMA Led Mainstreaming Climate Change in Disaster Management Project

The Project Steering Committee (PSC) is comprised of representatives from agencies that are at the forefront of community outreach, disaster management and climate change adaptation. The committee provides technical guidance and support for the management of the project.

The CCDM-II Project continues the work of Phase I in proactively addressing the threat climate change poses to the sustainable development of CARICOM States. It seeks to strengthen the capacity at the national level for integration of climate change adaptation and disaster risk reduction as well as develop and promote climate smarting of community disaster management programmes. This is critical for a resilient Caribbean as the projections for extreme hydro-meteorological events show an increase in their frequency and severity.

The objectives of the CCDM-II Project are also in concert with the Comprehensive Disaster Management strategic programmes for enhancing institutional capacity and community resilience in CDEMA Participating States to mitigate and respond to all hazards including adverse effects of climate change and disasters. In addition, the project is also in alignment with the Strategic Elements of the CARICOM Regional Framework for Achieving Development Resilience to Climate Change and Implementation Plan which is executed by the Caribbean Community Centre for Climate Change (5Cs).

At the inaugural meeting of the PSC, Mr. Jeffery Spooner of Jamaica was appointed Chair. Matters discussed and agreed on included the schedule of implementation, selection criteria for Pilot Participating States and Communities and the monitoring and evaluation framework for the project. The PSC also addressed opportunities for synergies with agencies that will be collaborating with CDEMA on the project implementation.

The Mainstreaming Climate Change in Disaster Management in the Caribbean Phase II Project will be executed between 2013 and 2015 throughout the Caribbean. It is funded by the Austrian Development Agency (ADA) and executed by CDEMA in collaboration with a number of a number of agencies including the Caribbean Community Centre for Climate Change (5Cs), Caribbean Policy Development Center, International Federation of the Red Cross and national Governments.

The Project builds on the achievements of Phase –I which included integrated climate change adaptation and disaster risk reduction tools and systems for improved coordination between community-based organizations and researchers, enhanced community awareness and knowledge and strengthened emergency response.
