CDEMA facilitates training to strengthen monitoring and evaluation of disaster reduction initiatives

 

The first batch of 18 senior management and key personnel from CDEMA Participating States, the CDEMA Coordinating Unit and sub-sector governance committees of the Comprehensive Disaster Management –Harmonised Implementation Programme (CDM-HIP) began the Monitoring, Evaluation and Reporting (MER) training last Monday (November 17, 2013) at the Baobab Towers in Barbados.

This certification programme is being conducted by the International Institute for Development in Economics and Administration (IDEA) in partnership with Laval University of Canada. It is supported under the CDM-HIP being implemented by CDEMA and its partners with funding from the Australian Agency for International Development (AusAID), the Canadian International Development Agency (CIDA), and the United Kingdom Department for International Development (DFID). Support for the training is also provided under the CARICOM/Brazil project.

Mrs. Ana Maria Fernandez, IDEA facilitator for the first week (November 17-22, 2013) onsite segment of the Course in Barbados, explained that this Masters Certificate will allow participants to provide support to the Regional M&E System of the Comprehensive Disaster Management Programme. Participants have been equipped with the requisite skills to organize and produce programme and/or project level information necessary to inform decision makers, while addressing the needs of stakeholders to better monitor outcomes and evaluate impacts. To do so, the training will be completed over an 11-week period through a combination of face-to face sessions and online distance sessions.Participants at the onsite segment of the Monitoring and Evaluation Trainng at Baobab Towers, Barbados. She also added “I have no doubt that after the work they have done this week on-site, they have crossed a big milestone. They are now able to put Results Based Management into practice, and they will undoubtedly impact the performance of the teams they are currently leading.”

CDEMA’s Executive Director, Mr. Ronald Jackson in his comments said, “CDEMA embarked on this training to provide a larger pool of qualified M&E personnel to support the assessment and reporting of a number of key initiatives currently ongoing, including Climate Smarting and upgrading of Country Comprehensive Disaster Management Work Programmes for Participating States. This cadre of resource persons will also provide the critical foundation for sustaining the monitoring, evaluation and information system to be built for the regional CDM Strategy 2014-2024, the CDM Audit tool and the CDEMA Coordinating Unit Strategic Plan and Work Programme 2013-2018”.

The Executive Director further indicated that CDEMA intends to establish a Monitoring and Evaluation Unit during the course of 2014 and is advocating for the CDEMA Participating States to build capacity for Monitoring and Reporting of results given the importance of these processes to sound effective planning and efficient use of resources.

The CDM Strategy and Framework promotes implementation at all levels through a Results Based Management (RBM) approach and requires the establishment of M&E systems that can report on progress and developmental change from relevant investment.

The training is expected to be completed by March 2014 and upon successful completion of the training candidates will be awarded the Masters Certificate diploma by the IDEA International Institute and Laval University in Canada.
